Hello, I’m Ryan Shea, Founder and CEO of QA-Inspections, LLC.
I founded QA-Inspections with a straightforward belief: our clients deserve experienced field representation, exceptional service, and real value without unnecessary overhead. That principle continues to guide how we operate, how we treat our clients, and how we build our team.
Having spent years working in and around the construction industry, I understand that successful projects are built on much more than plans and specifications. They depend on experienced people, clear communication, attention to detail, accountability, and the ability to recognize potential issues before they become larger problems. The person representing an Owner or Engineer in the field can have a significant impact on the success of a project.
At QA-Inspections, our role goes far beyond simply documenting what happened during the workday. We believe an effective Resident Project Representative (RPR) should understand the project, know the Contract Documents, stay aware of upcoming construction activities, communicate effectively with the project team, and provide accurate and timely information to the Engineer and Owner.
Our approach is proactive, not reactive.
We want our RPRs thinking ahead—reviewing plans and specifications, understanding upcoming work, monitoring testing requirements, documenting quantities and field conditions, and recognizing potential conflicts or concerns early. While we never direct a Contractor's means and methods, we believe experienced field representation can provide tremendous value by keeping the Engineer and Owner informed and helping maintain continuity throughout construction.

Gary Lizotte brings 25 years of construction and management experience with a strong background in municipal infrastructure, public works, and underground utility construction. His experience includes sanitary sewer, storm drainage, water main, roadway reconstruction, contractor coordination, construction documentation, and specification compliance.
Gary is currently serving as a Resident Project Representative on the Sunset Heights infrastructure project in Winslow, Maine, overseeing major sewer, storm drain, water main, and roadway improvements. The project includes approximately 4,750 LF of new sewer main, more than 6,000 LF of storm drainage ranging from 15-inch to 42-inch diameter, large-diameter drainage structures, water-main improvements, and roadway reconstruction.
An OSHA 10HR-certified professional, Gary combines extensive municipal leadership experience with practical field knowledge and a commitment to quality construction and accurate project documentation.
Joshua Crosby brings 8 years of construction and management experience, supported by a Bachelor’s Degree in Engineering, with hands-on experience in municipal water, wastewater, storm drainage, roadway, and utility infrastructure projects.
His recent assignments include serving as a Resident Project Representative on municipal infrastructure projects in Bath and Houlton, Maine, and Plymouth, New Hampshire. His experience includes water-main replacement, gravity sewer and interceptor improvements, sewer force mains, pump stations, storm drainage, roadway improvements, testing coordination, and construction restoration.
Joshua is experienced in interpreting plans and specifications, observing construction activities, maintaining detailed daily reports and quantity records, coordinating testing and inspections, documenting contractor progress, and supporting engineers and project owners in the field.
His combination of engineering education, practical construction experience, and detailed field documentation makes Joshua a strong representative for municipal infrastructure and utility construction projects.
Mike has been a valued member of the QA-Inspections team since 2024, bringing more than 35 years of construction experience and leadership, with extensive expertise in wastewater treatment plant construction and infrastructure projects.
Throughout his career, Mike has developed a comprehensive understanding of wastewater construction procedures, contract requirements, and project administration. His experience includes construction contract implementation, complex change-order management, contractor coordination, and oversight of multimillion-dollar project budgets.
Mike is recognized for his strong leadership, organization, problem-solving, and decision-making abilities, particularly in complex construction environments where quality, accountability, and attention to detail are critical. His extensive field experience and commitment to maintaining rigorous safety and quality standards make him a valuable representative for owners and engineering teams throughout all phases of construction.

Matthew Kelly brings 15 years of construction and management experience, with extensive hands-on knowledge of underground utilities, sanitary sewer systems, pump stations, water infrastructure, storm drainage, and municipal construction.
Matthew is currently serving as a Resident Project Representative for the Boothbay Harbor Sewer District, supporting a major infrastructure upgrade that includes a new electrical building and emergency generator, underground relocation of electrical and telecommunications utilities, relocation and upgrades to Pump Station No. 6, a new wetwell and valve vault, and installation of a new effluent pump station.
An OSHA 30HR-certified construction professional, Matthew combines practical field experience with a strong understanding of utility installation, contractor coordination, plans and specifications, construction quality, and project compliance. His extensive construction background provides QA-Inspections' clients with knowledgeable and dependable field representation.
Sola Olaoye brings more than 17 years of construction inspection, quality assurance/quality control, and project management experience, with extensive knowledge of municipal water, wastewater, and underground utility infrastructure.
Throughout his career, Sola has provided field oversight on projects involving water and sewer mains, service laterals, trunk sewer reconstruction, manholes, wastewater treatment plant improvements, and site restoration. His technical experience includes air and mandrel testing, CCTV sewer inspections, hydrostatic testing, compaction testing, quantity tracking, and comprehensive daily construction documentation.
Sola is known for his attention to detail, practical field knowledge, and commitment to quality and accountability. He works closely with contractors, engineers, and project stakeholders to monitor construction progress, verify apparent compliance with project requirements, identify field concerns, and maintain accurate project records.
